Let's say you have a puddle of water formed in a corner of your house. You discover that there's a leak in the roof. Would you wipe away the water and hope it never happens again, or would you fix the source of the leak?
Before we fix a problem, we need to figure out what the real problem is. Otherwise, we might end up just dealing with the symptoms instead of solving the actual issue.
For example, if learners aren't engaged in a course, that's a symptom. The real problem could be that the teaching isn't great.
So, if we don't define the real problem, we might end up using our time and resources in the wrong direction.
